Independent Technical Authority

From standards

About

Engineering judgement
at site speed.

I'm an independent Technical Authority and consultant specialising in advanced NDT, welding quality and pipeline integrity for high-hazard gas transmission, compressor stations and hydrogen infrastructure.

Most of my career has been spent on site. Welding, NDT, coating, hydro testing, handover. The full sequence on pipelines, compressor stations and hydrogen electrolysers across the UK, Ireland and Australia.

I've been fortunate to be asked to serve as a Technical Advisor to HSE UK on pipeline inspection and integrity, and to lead the authorship of GIS/NDT/2 for the Gas Industry Standards Board — working alongside some very experienced people on both. Writing the standards and then delivering against them on site are two very different things, and doing both is what shapes the way I work.

Most clients come to me because they want it right first time. Quality systems that are audit-ready from the start, traceability that actually holds up, and engineering decisions that keep the job moving without cutting corners.

What I deliver

Audit-ready from day one.

The quality framework gets built in from the start. Handover, audit and lifetime records should be a product of good delivery, not a scramble at the end.

01
NDT Technical Authority
Method selection, procedure approval, vendor qualification, Level 3 oversight, AUT/PAUT/ToFD data review and weld sentencing. It all comes back to one thing: can you defend the accept/reject decision?
02
Welding Governance & Quality Assurance
WPS/WPQR acceptance, welder competency control, fit-up strategy, defect trend analysis and right-first-time delivery. Getting the standard agreed before production starts makes everything else easier.
03
Pipeline Integrity & ECA Support
Defect acceptance strategy, engineering critical assessment support, repair minimisation and risk-based decision making. Real answers based on weld mechanics and what the assessment actually shows.
04
Construction Quality Management
Full build-sequence assurance for pipelines, stations and complex fabrication scopes. ITP design, NCR governance, MDR traceability and handover documentation that stands up when the duty holder comes knocking.
05
Investigation & Root Cause Analysis
Forensic investigation of weld-related escapes and failures. Contributing factor analysis, CAPA implementation and inspection regime redesign. Establish the facts first, then make sure the lessons stick.
06
Hydrogen & Energy Transition
Helped develop the UK first competency standards for hydrogen pipeline inspectors. The same approach maps across to CCS and dense-phase CO₂, which is where a lot of the work is heading.

Where the work
gets done.

A few of the projects I've been part of, from high-pressure gas pipelines to hydrogen electrolysers and everything in between.

SGN — H100 Hydrogen Project
Technical Authority
Brought in to lead the ECA deviation strategy across around 4,000 welds on hydrogen electrolyser systems. Worked closely with the client team to get fit-for-purpose acceptance over the line, avoiding roughly 6 months of rework. HSE investigation closed with no further action.
2025 – 2026
National Grid — Hatton Compressor Station
Inspection Controller
Identified a root cracking mechanism on 36-inch high-pressure pipework (API 5L X60). Redesigned the fit-up methodology with the site team and secured a misalignment deviation through lifecycle assessment, approved by National Gas.
2023 – 2025
Spiecapag — Southampton to London Pipeline
Quality Manager
Joined mid-project to help re-establish welding/NDT oversight and documentation control. Repair rates came down once the acceptance criteria were clearer and the coordination between disciplines tightened up.
2022 – 2023
Cadent Gas — Capital Delivery
NDT Technical Authority
Technical support across network diversion projects including HS2 and M42 corridors. Trenchless crossing oversight, contractor qualification and safe execution.
2019 – 2022
SGN — Gas to the West (Northern Ireland)
Quality Manager
Responsible for a 76-person inspection team across roughly 80 km of pipeline, 7 stations, 86 road crossings, plus rail and water crossings. Full build-sequence quality assurance through to handover. A brilliant team that made it work.
2017 – 2019
Santos GLNG Pipeline (Australia)
Senior NDT Authority
420 km, 42-inch pipeline with 15 stations under EPC delivery. Held the NDT governance authority role, including oversight of a 4 km marine tunnel crossing in a coastal environment. One of those once-in-a-career projects.
2013 – 2015
Industry Standing

Giving back to
the industry.

Outside of project work, I'm lucky to be involved in some of the standards and training that the industry runs on.

HSE UK Technical Advisor

Invited to advise the UK regulator on pipeline inspection, NDT and integrity matters. Not something I take for granted.

Industry Standard Author

Lead Author of GIS/NDT/2 for the Gas Industry Standards Board, with a strong committee behind it. Active contributor to the review of international welding standards.

Hydrogen Competency Pioneer

Part of the team that developed the UK's first apprenticeship programme and competency standards for hydrogen pipeline inspectors. Proud of what that group put together.

Invited Speaker & Educator

Regular presenter for HSE UK, EEMUA, TWI and BINDT. One of the parts of the job I enjoy most — passing on what I've picked up over the years to the next generation of inspectors and engineers.
